Overview
The project, delivered in just 9 months, consisted of a large modular school with teaching spaces, specialist rooms, SEN facilities, staff areas, full services, and extensive site works including roads, parking, courts, landscaping, utilities, and infrastructure.
Challenge and solution

01 – The Challenge and Goal
Goatstown ETSS needed a full secondary school for 800 students within a highly constrained urban site and an immovable nine-month deadline. The core challenge was delivering a large, complex facility while overcoming infrastructure conflicts, limited access, and strict planning conditions. The goal was rapid, safe, and compliant delivery.
02 – The Solution
Procon Modular used Category 1 MMC, manufacturing 144 precision-engineered modules offsite and installing them in three phases. Agile sequencing, accelerated procurement, and plug-and-play M&E systems ensured speed and quality, while collaborative redesign around a discovered ESB line protected the programme and maintained full compliance.

TIMELINE

October 2023
On-site works began with demolitions and asbestos removals, followed by phased foundation construction aligned with the modular manufacturing schedule. The full building was delivered in three coordinated installation phases.
July 2024
Construction reached completion and BCaR validation was achieved, allowing the school to be prepared for occupancy ahead of the new academic term.

The project delivered a 4,179 m² secondary school constructed using 144 modular units across 29 types, achieving an 83 percent Pre Manufactured Value. Completed in just nine months, it reached 95 percent snag-free handover and included a new ESB substation plus major utility upgrades. Designed for more than 800 students, the building achieved timely BCaR validation, supported by the successful coordination of 576 abnormal load permits for module transport.
